Attempt 3 seemed at first to be going well, but I had a major problem: I had already loaded a save with achievements when I started the challenge, so there were achievements loaded in the game when I saved the new file. It meant I had 200 extra achievement points from the very beginning.
The good news is that it looks like MCCC and Neighborhood Stories are both refraining from filling empty houses now.
