I can’t tell if it’s really hard to get all these features turned off, or if it’s a PEBKAC situation, but I realized on Thursday of Attempt 4 that Neighborhood Stories had managed to be on again. Did I leave it on? Did it turn itself on? Can’t tell.
I am trying again with a reduced set of mods, and I will try to be more methodical as I set up the next attempt.
